Performance Solutions for On-site Sewage Facilities
When the standard design doesn’t fit—there’s another way
If you’re installing an on-site sewage facility in the Fraser Coast region, your design usually needs to follow the Queensland Plumbing and Wastewater Code and Australian Standard 1547:2012.
But what if your project doesn’t quite fit the “standard box”? That’s where a performance solution comes in.
What the Code Normally Requires
Your sewage facility design should meet:
- Queensland Plumbing and Wastewater Code – Section C3
- Australian Standard 1547:2012 – Section 5 (Design of onsite systems and land application methods), including Appendices L to N
- Setback distances as listed in the Code’s Appendix 1, Part 2
If your project can’t meet these exactly, you’ll need to propose an alternative approach—one that still meets the intent of the rules. That’s your performance solution.
What Is a Performance Solution?
A performance solution is a custom design that proves it can meet or exceed the safety, health, and environmental outcomes required by law—even if it’s different from the standard approach.
It must show compliance with:
- Plumbing Code of Australia – Section A2G2
- Supporting documents as listed in Section 6 of the Plumbing and Drainage Regulation 2019
- Either:
- Section A2G3 (Deemed-to-Satisfy equivalence), or
- Section A2G4 (a combination of compliant approaches)
What to Include in Your Application
When submitting a performance solution, your application will be assessed under Part 5 of the Plumbing and Drainage Regulation 2019.
You’ll need to provide:
- What performance requirements apply
- How your solution differs from the standard
- The method used to prove compliance
- Evidence, expert judgment, and details of the competent person
- Any relevant codes, standards, technical data, or assessments
- Site and soil evaluations, design flow details, risk assessments, installation plans
- Test results, drawings, and certification documents
Who Can Prepare a Performance Solution?
The person preparing your performance solution report must be suitably qualified. This includes anyone who holds:
- A QBCC hydraulic design licence (including or limited to ODWM)
- A QBCC site classifier licence with ODWM qualifications
- A Registered Professional Engineer of Queensland (RPEQ) with ODWM qualifications
- Or another relevant licence under the Queensland Building and Construction Commission Act 1991 Plumbing and Drainage Compliance
